Implementation of metropolitan area periodic fixed point waste collection and reporting management system upgrade projects.

Absrtact
The project is to analyze the feasibility of periodic fixed point municipal waste collection and come up associated measures. By analyzing the actual carrying capacity and usage efficiency of Taipei City and New Taipei City garbage trucks, and also by collecting data about the implementation status from Taipei City’s fixed point waste collection, this project will propose feasible reference pattens and related measures. This year, eight counties and cities have been advised to run trial implementations of periodic fixed point waste collection routes, and a periodic fixed-point waste collection inquiry website has been established. Also, via demonstration and observation of periodic fixed point waste collection, 19 other counties and cities have been advised on how to implement periodic fixed point waste collection routes by the year 2020. Furthermore, aspects of the reporting management system include: Completing establishment of online applications for subsidy project proposal review operations, thus making the review process run more smoothly; Completing expansion of the fund declaration form, allowing independent calculation of items from the Waste Disposal Act, articles 24 to 26; Continuing to integrate and update the website educating the public to use fewer single-use products, and increasing promotion of EPA policy content; In compliance with the freedom of government information policy, all downloadable documents on the website meet the ODF-CNS15251 standards; In accordance with EPA official report-filling regulations, continuing to advise local departments to file truthfully, and establishing functions for routine statistical reports that meet the business units’ requirements; and, in compliance with the EPA’s requirements for relevant system resources and coordinating policies, continuing to expand functions to declare the flow of reduced, sorted, recycled, cleaned, processed, and reused general waste. This project also helped to organize the 2019 Household Waste Management and Circular Economy Services Conference, which facilitated communication between the central government and local environment departments, thus elevating the effectiveness of overall waste management of Taiwan.
